About RIISE

RIISE helps governments overcome implementation bottlenecks while strengthening implementation capacities through hands-on support, regional expertise and knowledge exchange.

Identity

Who We Are

RIISE is a technical-assistance facility for the Eastern Caribbean. It provides on-demand technical expertise, hands-on implementation support and regional knowledge exchange to governments delivering climate-resilient infrastructure.

The Facility is hosted by UNOPS. Phase 1 is funded by Canada (DFATD) with CAD 5,000,000 over two years, under an agreement signed in April 2026.

Rationale

Why RIISE Was Created

Infrastructure investments in the region are frequently delayed during the implementation phase by capacity constraints, administrative bottlenecks and procurement delays. RIISE was created to clear those bottlenecks as they occur, and to leave stronger local systems and capacities behind.
